Council grew up in Durham, North Carolina. He attended the Southern School of Energy and Sustainability. During his senior year, he was named third-team All-State, averaging 23 points, 9.5 rebounds, and five assists per game. Council was a three-star recruit and chose Wichita State over offers from several other colleges.
Council began his college basketball career at Wichita State. In his first season, he averaged 7.1 points and 3.4 rebounds over 21 games, earning a spot on the American Athletic Conference (AAC) All-Freshman team. In his second season, he improved his performance, averaging 12 points, 5.4 rebounds, and 1.1 steals per game, and was named the AAC Sixth Man of the Year.
After initially declaring for the 2022 NBA draft, the Council withdrew and transferred to Arkansas. Here, he was named second-team All-Southeastern Conference (SEC) at the end of his junior season, averaging 16.1 points, 3.6 rebounds, 2.3 assists, and 1.1 steals per game. He declared for the 2023 NBA draft following the conclusion of the 2023 NCAA tournament.
Council went undrafted in the 2023 NBA draft but signed a two-way contract with the Philadelphia 76ers on July 1, 2023. He was briefly waived in October but subsequently signed a new two-way contract with the team later that month.
